No, not physically, but if you're surrounded by pain and orajel is relieving that affliction you could be psychologically addicted to it. Basically anything that brings a person pleasure can become psychologically addictive. Only if the compound is replacing or mimicking something that your body smoothly produces will you become physically addicted which is not the case beside orajel.

...just stupid people. Fortunately, neither you or this put somebody through the mill fall into any category.
I do not have an answer for this, though my logical guess would be yes simply because Orajel relieves misery and people don't approaching to be in twinge. Therefore, people will want to hang on to using this and eventually feel (even after proper treatment) that they call for this because they are not used to living next to any sort of feeling surrounded by that area. As for any physical dependence resembling other drugs as Morphine or crack, I cannot answer.
